During the upcoming military draft, conscription notices will be exclusively digital in Moscow, Mari El, Ryazan, and Sakhalin regions. Other areas will receive both paper and electronic notices. The General Staff has also outlined the penalties for draftees who fail to report after receiving a summons.

New Conscription Rules
For the autumn conscription into active military service, only electronic summonses will be sent out in four specific regions: Moscow, Mari El, Ryazan Oblast, and Sakhalin Oblast. This was confirmed by the Russian General Staff.
In all other Russian regions, both traditional paper and digital conscription notices will be issued, both carrying equal legal weight. The autumn draft period commences on October 1st. When a military enlistment office issues a summons, its details are logged into the military registration database, accessible via the portal reestrpostovok.rf. Conscripts can check this portal through their personal accounts to see if a summons has been issued for them. Additionally, notifications of a new summons will be sent to personal accounts on the “Gosuslugi” public services portal, and for Moscow residents, also to their mos.ru personal accounts.
Consequences of Non-Compliance
The moment a conscription notice is entered into the registry, the individual is immediately prohibited from leaving the country. After seven days, the electronic summons is automatically considered delivered. Each summons specifies a date for reporting to the military enlistment office. Should a conscript fail to appear without a valid reason within 20 days of this specified date, several restrictions will be imposed. These include a ban on driving, restrictions on registering vehicles and real estate, a prohibition on obtaining loans and credits, and a ban on registering as an individual entrepreneur (IP) or self-employed person.
These restrictions are temporary. They are lifted immediately once the conscript reports to the military enlistment office.
Autumn Conscription Campaign
A presidential decree mandates the conscription of 135,000 individuals for active military service this autumn. The draft will run from October 1st to December 31st. Conscripts will serve for one year and will not be deployed to the Special Military Operation zone.
