Russian President Vladimir Putin has issued a directive to establish a comprehensive legal and regulatory framework by October 2025, aimed at significantly boosting private sector investment in the nation`s space initiatives.
This pivotal instruction stems from a recent meeting of the Council for Strategic Development and National Projects, which took place on June 6, 2025. The full mandate detailing these responsibilities has since been formally published on the Kremlin`s official website.
The directive explicitly instructs the Russian government, in close coordination with the State Corporation Roscosmos, to forge the necessary regulatory environment. This includes creating optimal conditions to expand the share of non-budgetary funding within the extensive national project, `Development of Space Activities of the Russian Federation for the Period up to 2030 and for the Future up to 2036`.
Furthermore, the order underscores the importance of dismantling regulatory barriers that currently hinder broader participation from private organizations in space endeavors. It also seeks to streamline and simplify the process for these private entities to access crucial scientific and testing infrastructure, fostering a more dynamic and collaborative space industry.
A progress report on the implementation of these directives is required by October 1, 2025. Prime Minister Mikhail Mishustin and Roscosmos Director-General Dmitry Bakanov have been officially designated as the key individuals responsible for overseeing and ensuring the successful completion of this strategic task.
